Rhonda Gilmer is currently the Adult Services Manager for Community Correction Programs at the City of Richmond Department of Justice Services. She provides programmatic and financial oversight of pretrial services, community-based probation, and offender reentry programs. Additionally, Rhonda conducts research on criminal justice trends; leverage and monitor service contracts with treatment providers; and responds to federal and state Request for Proposals. Ms. Gilmer founded the Central Mediation Network in 1994, developed public awareness campaigns, and participated in community action events supporting youth empowerment.
